Action needed to make the UK a global leader in low-carbon ammonia, says new report launched by UK Ammonia Alliance in Parliament 

  • A group of leading businesses in the UK Ammonia Alliance (UKAA) have published their inaugural report, ‘The UK’s low-carbon ammonia opportunity: eight steps to unlocking innovation, investment and strengthening national security’.
  • To mark the report launch, the UKAA convened UK parliamentarians, civil servants, academics, trade unions, and business leaders for a roundtable event in Parliament to discuss how the UK can lead the global transition to low-carbon ammonia.  
  • The report and roundtable discussion emphasised the need for industry investment and supportive UK Government policy to ensure the UK captures the full economic, energy security, and decarbonisation benefits of low-carbon ammonia.

Recognising the UK’s competitive advantages including its industrial expertise, innovation, and geographical location, the UKAA has identified the action needed to make the UK a global leader in the growing ammonia market.

The UKAA’s policy report sets out eight steps that Government and industry can take to scale-up innovative ammonia solutions, strengthen the UK’s national security, and grow its economic competitiveness.

Minister for Energy, Michael Shanks, said: 

Low-carbon ammonia could play a key role in decarbonising heavy industries, while unlocking economic growth for the UK – which aligns with our clean energy mission to deliver energy security, investment and skilled jobs.

“The launch of UK Ammonia Alliance is hugely welcome, and we will continue to work with industry to assess the benefits and opportunities of low-carbon ammonia.”

The roundtable was hosted by Bill Esterson MP, Chair of the Energy Security and Net Zero Committee, and featured contributions from Dr Laura Norris, a prominent researcher at Cardiff University with expertise in low-carbon ammonia adoption.

The panel and delegates shared compelling evidence on the significant economic opportunities for the UK to produce, trade, and adopt low-carbon ammonia across vital industries.

The academic panellist at the roundtable, Dr Laura Norris, Cardiff University, said:  

“To make a positive impact on society, new decarbonisation technologies must have a credible path to adoption. Ammonia has huge potential as a sustainable maritime fuel, hydrogen carrier, and source of clean power. To turn these innovations into widely adopted solutions, we need a strategic pathway to low-carbon ammonia adoption.

“That is why the clear steps set out in UKAA’s new report are so important. I’m pleased to contribute insights from my research to the discussion, to help ensure that low-carbon ammonia can drive decarbonisation and support a just transition for working people in industrial regions of the UK.”

The UK Ammonia Alliance (UKAA) was established in October 2025 with the mission to maximise the role of ammonia in delivering a more secure, sustainable future for the UK.

The Founding Members of the UKAA are AFC Energy, Air Products, Blended Products, Clean Air Power, Exolum, Green Cat Hydrogen, HYCAP, Industrial Chemicals Limited, Mitsubishi Heavy Industries, N-Gen Energy and Statkraft.
