UK industry alliance unveils first Low-carbon Ammonia Roadmap to unlock £1.5B investment and 5,500 jobs; strengthen energy and food security

  • A new roadmap published today by the UK Ammonia Alliance (UKAA) outlines how the UK can leverage low-carbon ammonia as a strategic national asset for food security, decarbonisation, and regional revitalisation.
  • The first market survey of the UK ammonia sector reveals potential for over £1.5 billion in private investment and 5,500 jobs, backed by early import terminals and a pathway to at least 1.1 Mtpa of domestic ammonia production by 2036.
  • The roadmap will be unveiled at UKAA’s inaugural UK Ammonia Summit today, which is convening government, industry, and academia in the heart of Westminster to discuss the future of the low-carbon ammonia sector in the UK.

The UK Ammonia Alliance (UKAA), which brings together 13 leading businesses in the UK’s ammonia sector, has published the first-ever framework for how the UK market can transition to low-carbon ammonia, rebuild its domestic ammonia production capacity, and deliver good growth and investment across the country.

The roadmap outlines a phased transition to restarting UK ammonia production while leveraging upgraded import infrastructure and diverse trading partners to position the UK as a global trade hub for low-carbon ammonia.

It also presents a strategic framework for how low-carbon ammonia can be used to decarbonise agricultural fertilisers and enable green maritime bunkering, flexible power generation, and hydrogen uptake across industry.  


As major policies take effect, including the UK Carbon Border Adjustment Mechanism (CBAM) and the expansion of the Emissions Trading Scheme (ETS) to maritime, the roadmap sets out how the UK can secure resilient energy and food supply by establishing a new low-carbon ammonia sector.

The roadmap has been welcomed by wider industry and trade groups as a landmark publication for the UK’s emerging low-carbon ammonia sector.

Natalie Kakish, Ammonia Head at Quantum Commodity Intelligence, said:

“Less than a decade ago, the UK produced around one million tonnes of ammonia a year. Today this production has fallen to near-zero. Ammonia is essential to the fertilisers that underpin our food security, and can also play a key role in the hydrogen economy and as a low-carbon fuel for shipping and other hard-to-abate industries.

The UKAA’s Low-carbon Ammonia Roadmap is setting out urgently needed guidance to restart UK production and make the most of the ammonia infrastructure that exists at ports on the east and west coasts of England. Acting now can strengthen the country’s food security and put the UK at the forefront of the clean fuel transition, rather than leaving it as a passive bystander.”

Dr Emma Guthrie, CEO of the Hydrogen Energy Association (HEA), said:

The UK Ammonia Alliance was established in October 2025 with the mission to maximise the role of ammonia in delivering a more secure, sustainable future for the UK.

The members of the UKAA are Air Products, Blended Products, Clean Air Power, Exolum, Green Cat Hydrogen, H-Power, HYCAP, Industrial Chemicals Limited, Kentron Green Nordic AS, Mitsubishi Heavy Industries, N-Gen Energy, thyssenkrupp and UK Energy Storage.
